It is indeed disheartening to hear that Target has had to resort to locking up underwear, especially from a brand with an ironic name like 'Pair of Thieves'. According to Fox Business, this situation highlights the growing issue of rampant shoplifting that retailers are facing, and, unfortunately, it has reached a point where necessities like underwear need to be secured behind protective cabinets.
